Free Transactions through Fee Delegation

This is a test phase for a feature to provide more value to .vet names.
Anyone with a .vet primary name in their wallet is eligible for free transactions, covered by vet.domains fee delegation.
Sponsorship criteria:
- The recipient has a .vet primary name
- Or the sender has a .vet primary name

Potential restrictions on the VTHO gas fees or number of transactions will be evaluated based on the usage of this feature.
Restrictions
To ensure fair use of VTHO and the availability of this functionality to the majority of users, there are some restrictions currently in place. Fair use is estimated to be no user consuming more than 10% of the total sponsored usage.
Currently, the restrictions are as follows:
- Creating new contracts
- Transactions where the sender has no .vet name and the recipient is a contract
- A maximum of 3 identical actions within an hour (for example, three swaps within one hour).
- A maximum of 1 Token Swap per hour
